As previously mentioned it's a fresh install (I've done a few), there's no unwanted services, or virus' etc..) The Issue FPS is consistently be 250-300 dependent on map, player count etc but at random intervals would dip down to a random number, such as 57.

With the different devices, they can have the same driver , it's because they all use the same chip manufacturer. If you are looking for an update , pickup the latest one.

If your driver isn't working, use the driver having the same OEM with the your laptop/desktop brand name.

Unfortunately, nothing suggested has resolved the issue so I've continued with extensive research online, plus hardware replacement - convinced that something I have in my computer had been causing the issue.
